The FOMOD appears to be broken at least under current builds of MO2. It will appear to install, but the file organization will be wrong. Yes, you can set the ESP to be non-optional, but it will still be in the wrong location, as all of the assets are installed under /data/data instead of just under /data.
My solution: I unzipped the file manually, put the ESP into the /data directory, got rid of everything else, zipped up, and dropped it into MO2. No more fancy install menu, but it works now.
My solution was different. For those who still have problems even after applying this fix, do the following: Go into the data folder, cut everything there and put it in the main folder, then just delete the data folder. MO2 will recognize it after you hit the refresh button.
I got it to work by double clicking and going to the OPTIONAL ESP tab. The esp was tagged as optional moved it to avalible esp by clicking the green buttons. Maybe this will work for you too
Hello everyone, i have a little Question pls. I Have downloadet the Mod, but i cant find the Institut Sheles in my Buildmenu. Any Idea what i have do wrong ? : /
PS: I have found my Problem :) Really nice the Shelfs <3
I love the look of the shelves but I have a problem. I had 10 magazine in spread among several of the wall mounted 3 magazine shelves. I left my base, no settlers or companions in the settlement, when I came back ALL of the magazines were gone. I scrapped the shelves and eventually the entire building and no luck finding them. I also checked all of my containers and the work bench. Does anyone have any ideas on this?
P.S. Never mind. Somehow all of my magazines ended up in the Sanctuary workshop from Red Rocket.

If anyone is interested - I've made a Settlement Menu Manager patch for this mod so that it has its own menu in the workshop.
Edit: Same even with the second file :3
