Patch for Capital Wasteland Robot Pack by GrilledTurkey and SCOURGE by Geluxrum

Capital Wasteland Robot Pack adds a new Eyebot race, new Protectron race and of course a Securitron race. This patch includes them into the Scourge system and adds an MCM with full configurability.
The default stats are just like vanilla Eyebot and Protectron and the Securitron is copied from the Sentry bot but I'm open to feedback if you think the default ought to be tweaked somehow (i.e. for fitting with Scourge default stats in general or for lore reasons).
