Patch for DC and West Coast Supermutants by GrilledTurkey and SCOURGE by Geluxrum

DC and West Coast Supermutants adds 2 new SM races and 1 Nightkin race. This patch includes them into the Scourge system and adds an MCM with full
configurability.
The default stats are just like vanilla Supermutants but I'm open to feedback if you think the default ought to be tweaked somehow (i.e. for fitting with Scourge default stats in general or for lore reasons).
