Short answer: NEO affects all the armor records for almost all the gear in the game to add it's changes, so any mod that also affects vanilla gear is likely to conflict. Even if they don't change the *exact* same thing about the armor, they still overwrite each other.
What I do to make these patches is load up both mods in FO4Edit, and overwrite both mods with new plugins that contain the edits from both.

Vault Outfits Redux: - Both this and NEO changes the 'MODL - Armor Addon' of the vault suits. I'm letting Vault Outfits Redux change win. - NEO adds several keywords to the vault outfits that it needs for the crafting additions it has. If Vault Outfits Redux loads after NEO, it will remove these keywords again. I'm including them in my patches. - Vault Outfits Redux renames a couple of the vault outfits to include the vault number, NEO does not. I'm including the name change in my patches. - NEO makes the gear wearable by Valentine which most gear isn't by default. I'm including this change in my patches so Vault Outfits doesn't revert it.
Raider Overhaul: - Both NEO and Raider Overhaul add different keywords to armor that they need for different reasons. My patches include the keywords from both so that both mods work as they should. - Raider Overhaul also renames a few raider gear pieces slightly. I'm including these in my patches so NEO doesn't overwrite.
Extra Icons For FIS: - Extra Icons renames pretty much all vanilla gear to include tags (i.e. 'Long Johns' becomes '[Rags] Long Johns'), and NEO also affects pretty much all vanilla gear by at least adding a keyword or so. My patch includes any changes by NEO, and also the name changes from Extra Icons. - This name change also conflicts with most of the other patches, so for each other patch I've made there's usually also a patch that adds Extra Icons to that patch.
Vault-Tec Security Armor: - It's biggest conflict is with Vault Outfits Redux since it also affects the security armor. So basically the same conflicts with NEO as with Vault Outfits Redux, and my patch lets Vault-Tec Security Armor win over Vault Outfits Redux, while also forwarding any records from NEO.
Thaaaaaaaaaaank you very very much for making those edits. OMG that had to be an absolute nightmare to sort through and figure out. 4est RO1 and ECO/NEO alone is a nightmare that I just let the latter win to avoid a bigger headache. I also use most of the 'Look At Me' mods (some older versions) and that is another nightmare between RO1, ECO and friends. So just sorting out two thirds of the mess is a blessing.
Being a user of Complex Item Sorter, naming tags are important, so working things out between those NEO & Extra Icons is a blessing. (Thank you for the Tiny Patches for ECO doing the same thing).
As for Vault Outfit Redux & VTSA.......YES!!!!!!!!!!!!!!
I'm currently updating my patches to match the latest version of NEO, as I built them for version 2.0.4 I think (and didn't realize it had several updates since), but once that's done I could take a look at patching for the Look At Me series as well.
Also I don't use Complex Item Sorter myself, and made the patches for the version of Extra Icons without it. I assumed CIS would automatically sort the tags itself, but maybe my patches are still useful?
Complex sorter takes whatever was last named in the list and adds the tag to it, if the last mod has a blank, it doesn't read the mod before it. Biggest pain with it. Still it's lovely getting almost all items, mods included, named mostly uniformly named the same as well as the right corresponding icon. There's also some really nice tweaks, like weightlessness for whatever category. A few fixes and some other stuff that I can't remember.
NEO 2.2.2 last one that I know of.
Look At Me is nice but don't get too carried away getting spread out into everything else. Back burner please. Just from what I can tell it's not going to play nice with 4est Raider ONE at all and just ECO with Look At Me would just be a pain, let alone all three together. I have Look At Me win over Raider ONE and ECO win over both. Mostly seems to work but I can tell some things are missing when I see it in game. Drawing a blank for what specifically.
Just installed this and noticed that I'm using the ESPless version of Extra Icons for Complex Sorter. Ummm, now I'm lost on what to do, other than not use the Extra Icons patch.
Try without the patch. My patches are just conflict resolution between plugins, so if there's no plugin there shouldn't be a problem. Complex Item Sorter should handle it dynamically I think.
I've gone through the Look At Me series now and uploaded a patch for the Raider Edition. The rest are conflict-free from what I could see. (I did use all the redux version that were available so I don't know about the older ones)
so it is compatible with the current version of NEO? -edit disregard, you answered my question in a different way below, Complex Sorter can fix conflicts.
Firstly thank you for for the Patches to so many mods, but I've had an issue with Vortex, it says that 'Neo - ExtraIcons - Patch.esp requires Dank_INNRoverride.esp'

A patch that applies the name changes from Extra Icons for FIS onto NEO. That way the updated armors can be sorted.
