Makes the two unique Railroad coats added by Raider Overhaul unique

It always bothered me with Raider Overhaul that I could end up with the unique Railroad coats Bad Ass or Danger at a really low level, or that I could get more than one of each. This simple patch makes the two coats added by Raider Overhaul unique, so they only show up once. And I've implemented it so they won't show up until you should be at a level that's more appropriate to finding them.
Requires 4estGimp's Raider Overhaul One mod.
Technical details
Removed Bad Ass and Danger from the Raider Boss leveled list
Created two new outfits and changed two specific named raiders to use the outfits
Credits to MadMAX713, Joemitchell320, Thirdstorm, KKthebeast and MunkySpunk for the original Raider Overhaul, and to 4estGimp for the non-AWKCR replacer we use today.
And thanks to Jonathan for helping me with xedit.
