The UEL patch simply forwards 3 location records to avoid issues with the lighting.
The UIL patch simply forwards the fog changes whilst keeping the PRP records.
The patches were made with the use of PJM's Precombine scripts.
The patches were made with branch 74 of PRP and the latest versions of Ultra Exterior Lighting and Ultra Interior Lighting.
UPDATE : As of version 74.17, PRP made changes in accordance with the unofficial fallout 4 patch which makes the patch obsolete.
