Keeper of the Commonwealth Radiants
Makes sure that the Commonwealth Radiants stays in the Commonwealth.
In practice does the same as Keep Radiants in the Commonwealth, but instead of using keywords it checks to make sure the Parent Location is "CommonwealthLocation", removing the need to edit locations for it to work, and as thus makes it compatible with mods that would.
And should also now block mod-added Locations that doesn't have the CommonwealthLocation set as a parent as well.

Bonus
- Uses FormList for Safe Locations, so safe locations can now be added by either Script or RobCo Patcher.
- No longer requires all the DLCs as it doesn't touch the DLC Locations!
