Doubt it as the file size is too small and contains no geometry file. Unless Exoclyps says otherwise I suggest you clean Vault 83 using FO4edit's autoclean function as it's very dirty (nearly 200 UDRs and similar number of ITMs). That'll at least prob un-break any broken precombines (at least it seemed to restore my usual FPS around Salem etc. Don't know if that'd break any mod functionality but after doing so I was still able to access this mod's bookstore door on the road just south of Salem.
Also note there is a conflict between Vault 83 and the mod Salem Expanded (which adds a house blocking that same bookstore's door). I'm using the OPC-cleaned version of Salem Expanded. I put both mods in FO4edit and compared affected Commonwealth sub-blocks (iirc, 1,2 and 2,1). Couldn't tell which were related to this issue so decided to just delete (FO4edit calls it "remove") the 3 or 4 cells where Salem Expanded had any red sub-entries (i.e., conflicts) with Vault 83 there. Thereafter, I reloaded and the problem was gone, along with (iirc) another nearby house, but a nearby raider hangout (iirc, added by Salem Expanded) was still present.
Since I personally was/am using PRP Lite I honestly didn't consider that part.
Will look into forwarding crucial stuff into the patch for a future version. This way you would be able to load main mod before PRP and then my patch after PRP. It'd still break precombines for the affected cell (which it does to vanilla anyways) but at least the dirty edits will not affect things.
And final result is just that small performance hit for the specific cell anyyways.
