I can't seem to get this to show up in my lists of city plans for Red Rocket. I've tried installing with Vortex and then again manually. Still nothing.
Since it's an Outpost plan, it will only show up in-game once you have unlocked the Outpost mechanic. (in chapter 3 of SS2) You also need to convert your city to an Outpost.
Thank you. I did not know that. I have not played chapter 3 yet. Maybe it is good to note that on the main description for players like me that didn't know and haven't played through chapter 3 of SS2.
If you use place everywhere you can build outside the zone by pressing f5 and placing the object in the "Build zone" first, then you can place it outside the zone. (You shouldn't place plots outside the zone though.)
*Edit* That said with this plan it will build outside on its own when you use it.
