Checked all three in fo4edit. None of them have the esl flag unless I click the "Mark as Light" button in Vortex. Does your mod manager not provide a means to toggle between active and light plug ins?
In my FO4E they have the ESL flag so that is... very weird. Are you sure you're checking in the right place? Must have something to do with how Vortex works. And no, MO2 doesn't have that option so you do it manually or via script.
In Fo4Edit, right clicking on the Record Flags (sorted) opens a check box to enable/disable the esl flag. I've never used it. Until this very conversation, I didn't even know about it. Can MO2 toggle it automatically? Vortex can in some cases (I think), but usually, it just provides a button in the load order list to toggle between "Active" and "Light" status, provided the esp in question can accept an esl flag in the first place. If it can't, Vortex doesn't provide the toggle.
Vortex gives me the "Mark as Light" button for these three, so it only converts them to esl flagged if I click that button. If I don't, no esl flags. This is weird.
All of them use the same voice lines. This "new" one simply has his own face rather than a duplicate face, so now all of them have their own faces, too. It isn't always easy to see the differences between ghouls in general (for me, at least), but if you were to line them up side-by-side, you'd see the differences, albeit subtle ones.
Seriously, though, it is pretty easy to grab the wrong entry when dealing with a list of similarly named entries. What's more egregious is when five of your nine male gunner character models are identical and appear in consecutive order on your list. Someone didn't want to stay late at work that day.

Rags Pirates - Lightweight Raider Gang Overhaul makes the same fix, so it is a good alternative to my mod, plus you get extra content.
