    This mod makes me feel like a idiot sometimes. So I really want to use this plan. I followed the instructions to the letter. All recommended options in settings, updated from the desk. All the required addons are functioning. I did the quest Art of War for the first outpost and conscripted soldiers. Took Egret. Started Internal Affairs and got all associated unlocks. Started recruiting and training up soldiers and sending them to a empty Egret when first outpost got full. So I put down the city planner desk with 20 soldiers, 6 trained to 10 in agility for martial plots. The city plan runs. That's when everything goes bonkers. At LVL 0 it is just putting any plot random plot down. It puts down the 2 boat beds, and a double cot in the boathouse with some workshop beds equalling 10. The caravan plot is present. Then 4 Martial Plots but not the armory or watch tower. Just 4 random advanced defenses (maybe because high AGL?). Then 5 random Recreational Plots but no training yard. So I just went with it until LVL 1 because I was like maybe it will update? Nope LVL 1 adds the recruitment center and another advanced defense. Then the mess hall and 3 random Recreational Plots. Then the 3 Municipal plots in the description. along with 2 tiny  houses, another double cot and workshop beds to 20. So I just went with it until LVL 2 because I was like maybe it will update? By this time I had 40 soldiers with workshop beds out plundering with me. Nope LVL 2 broke me. It just built things right over the other plots. Begrudgingly I rolled back to the start, studied the pictures and descriptions and tried to manually put the plots I think you used. Seemed to work until LVL 2 and it just started building over things again. It did try and put a Battlefield Scavengers and a prison, just right over the other defenses. I got the Hospital but 2 random municipal plots. A cemetary I think. So I just walked away for a moment and touched grass. I'd really like this plan to work, it seems brilliantly suited on paper. Any suggestions?

      Just to be sure, your MCM settings match what I documented under Sim Settlements 2 Recommended Settings, before you start the plan, right?

      Of course. I stated that. Third time may be the charm after 2 attempts. I changed the MCM settings to match global so I could turn off auto assignment in the local settings. I just manually built and assigned the support workers matching your plan plots. On the previous attempt after auto assign building put down the random plots I used the tool at HQ for Optimal Reassignment but it would assign a guard over at Mass Pike Interchange with 2 AGL instead of the guys I specifically trained to 10 AGL standing right thereI understand the concept that the plan attempts to convey a sense of growth in the outpost, but I think for me that's the cause of the problem when I hit LVL 2 in the replacing the Martial Plots. But this way keeps the watchtower intact and the 2 Defense walls, which even though basic I rather like. Then I built the Battlefield Scavengers on the basic plot. So I think it's in the spirit of your vision. I also assume it was supposed to roll all plots that were at 3 back to 2 after the upgrade so everything is at the same point? We will see how the final level goes however. But one more question. Why does a outpost need a power transfer, power plant and water. I thought those were for settlements to share with HQ, then HQ gives it to the outposts.

      NP, I was just really confused for a second as to why I was missing masters (for WV2) when I realized it was for the older version. Didn't notice the first time becuase I was just rapid clicking through the mods to download them.

    I cant seem to find it anywhere in City Planner Desk, i downloaded everything on the list, made it a outpost, but i dont see it, i even waited 30 min, after that i did a city plan refresh in the option, nothing :(

      This is an outpost only plan. Do you have both a City Planners Desk, and a War Planners Desk built? Did you say yes to converting to an Outpost?

      Yes, both, it was already a outpost because of a quest.

      The reason I want it, it a awesome plan, 2 I can't think straight, busy in my head, the war mechanic is a little too much for my autism, so if I could get the plan working I'm good with 2 outposts, unless someone can make a video how to make a outpost, and a mod to freeze time, one that doesn't break the game, I tried in ss2 option hahahaha

      I assume that the mod is enabled? Vortex sometimes doesn't enable the mod when you install it.

      If it is enabled, not much I can do if SS2 won't show the plans. You can try using the the City Manager 2078 holotape. Try going to Tools -> Advanced Tools -> Reset Building Plan cache and see if that helps.

      i did a new game, and i'm going to look if i get it then, or i will make a city plan and make it a outpost so many other plots will convert to martial, it is also a way to make a good outpost :P but i hope i get yours in the option because i already know that i can easy handle 40+ settlers, i know 5 will be defending territories, but still it is nice to know my pc and game can handle it without CTD the game :P

      Watchtower is SS2C3, Defense walls are Apocalyptic Additions. All required links are in the description.

      It will be fine, it's an Outpost plan, so as soon as you get 5 of them not working plot jobs, send them off to capture a territory, or when you get 15 of them, go lead an assault. Only 20 NPCs will stay full time in the outpost.
