Seriously though check out the size of this settlement, power lines are not happening and would look out of place, run faux power.
To run faux power go to the first Vault Tek Workshop you unlock in vault 88 and press the Space bar/(Manage) then (Power Tools) then (Convert settlement to faux power).

Please read before using city plan!
Using the normal settlement scrap profile left one massive yellow object behind that's fairly easy to find and obvious when you do so, when found make a quick save just incase you disable the wrong thing (I do this a lot) then ` key to bring up the command console, click on yellow object while in the console so this code pops up (050011a0)[PP] then type disable and hit Enter key to remove.
Designers Choice
Some if not most building plans in the bigger version of the mod even if unlocked wont be what I originally set them as, Idk why this happens. :(
Unlock all three workshops under ground before using this city plan! Or you wont have access to the workshop menu mode in those area's and all workshops but the first one are covered by rocks in the city plan, also if you try and scrap the settlement before collecting the circuit boards that are required to use the three workshops the circuit boards will get deleted by the scraping system.
Lighting (not required) There are a bunch of work lights that need to be scraped manually before you build the city plan or before you scrap it with the SS2 scrap settlement system, as the SS2 scrap settlement system will scrap the light but not the light it emits from it, meaning once you use the scrap settlement system they are impossible to delete unless loading a save previous to scraping the settlement or building the city plan.
ArmorKeywords.esm
says its missing but it doesn't need it.
Homemaker Expanded-Settlements. After downloading, check yes when asked if you want to use the plugin or many rocks and walls wont be detected by the city plan system. If you see Homemaker in the settlement menu mode next to the Sim Settlement 2 tab your good to go and use the city plan. Also Homemaker requires Settlement Menu Manager.
