A backported version of Starfield plugin.
The performance increasement is not that high as Starfield but I was able to measure the avg disk access 1.8K call/s - 25MB/s to 200 calls/s (2MB/s).
Since some people asked me to port this to Fallout 4 so here it is.
Requirement: F4SE, Fallout 4 1.10.163 (Steam/GOG). Not backward compatible.
