Honestly, I can hear neither the neon buzz nor the lamp buzz in the video. I'm old so the ears probably aren't as sensitive anymore.
The buzz at Nordhagen was much louder. I've seen reddit posts about it in the past. Some folks claim its a result of adding Gorillas to the settlement, others blame the presence of Ada. But I encounter it even before taking it as a settlement. The sound is definitely loud enough for everyone to hear if they have it. Perhaps it's a rare problem that only shows up in unusual circumstances.
I just travelled to Nordhagen before and after claiming the workshop, no sign of the buzzing you were refering to. I even spawned Ada and it's true there is a really small electrical buzz coming from her but definitely not what you are looking for. I am afraid I won't be able to help you unless you send me a video, the reddit post or more data.

When Hancock gives his Goodneighbor speech you get the worst of the neon buzzing. Just another sign Bethesda never tests anything "Let's have a ridiculously loud neon light buzzing louder than this NPC giving an important speech."
Exactly, that sound is generated by neon signs and some lamps, not only in GN or DC, and with this mod they are silenced in the entire game. I might upload a video later to show the differences before and after the mod to clarify.

just want to report that the v1.3 FOMOD of this mod installs its content to a .\Data\Data folder, instead of simply to the .\Data folder.
