The Fens Sheriffs Dept is an excellent mod, however it does regenerate precombines in the DC Security Office. And it does so in an ESM, which means that there is literally no way to place it below PRP, which is what is required for it to work effective with PRP.
The solution is quite simple, just copy as override to the cell record for the DC Security Office into a new plugin. No regeneration required, just a patch that lets you fix the load order issue.
For anyone who doesn't want to bother doing this very simple task themselves, here's a patch that does it for you.
