Just a suggestion: Since you have to kill Sarge for the quest, perhaps you could me a robotics expert (forget the name of the game perks) able to activate and "repair" him for some mats... Thus recruiting him in a lore-friendly way without console?
Sadly, it does not work on Deezer for me. I was able to recruit the Prototype Sentry over the Recruit Option that is showen, so far so good. When i tried to recruit Deezer, there was no Option. Then i entered the Command code via Robotic Perk and wanted him to wollow me. First: even when you make him essential via the correct id found over help 4, he is not essential and explodes by every slight contact of an enemie bullet. Second, even if i get him to one of my settlements, i can´t interact with him, he will always follow me and not leave following mode even if i tell him to wait. I cant send him via workshop to one of my settlements and i can´t interact with him. I do not use many mods in regards to settelements and followers so i do not know if there is a conflict. I tried to figure out if there was one but could not find any mods that would be interfering with him being him. I do not use any Covenant mods and the only other mods i used to interact with certain np´s are your own. FunFact: i tried so any different routes to get him to safty but just an attacak from a bloatfly with one hit let´s him initiate self destruct. So i gues i let him stay in covenenat alone, or kill him :/

Some robots, you can change it yourself so that it has the desired effect and becomes a settler. As you can see in the picture, these key codes must be added.
Note, however, that for Mrs. Edna, for example, you need the skill Robot Expert Level 3. Hack Mrs. Edna after her wedding and order her to follow you, go with her through Diamound City to Mr. Abbot who is painting the wall. Use fast travel to Sanctuary, sleep into the next day. Mrs. Edna is standing next to you, go into workshop mode and assign her a settlement with the " R" key.
This is also possible with PAM from the Railroad ( requires skill: robot expert level 3 ) I have also recruited PAM to Sanctuary as a settler. He keeps his dialogs, gives you side quests and can interact with PAM.
Was especially curious what happens when PAM has to interact with Desdemona Mainquest: Hidden in the underground ( where the player meets the patriot in the institute and then has to get a password ) I was expecting a crash on desktop since PAM is in Sanctuary and not in Railroad HQ.
To my surprise, PAM was teleported to Railroad HQ, so the interaction between PAM and Desdemona takes place and the quest continues. PAM then made his own way to Sanctuary via the escape tunnel, arriving in Sanctuary 1 day later. I don't want to give any guarantee that it will always work in such a way that PAM is teleported to Railroad HQ in the case of forced events.

Now complete a quick trip to Sanctuary and sleep into the next day. Best time to get up would be 8 AM. PAM should be next to you. Now go into workshop mode and assign the settlement to PAM. ( in this case: Sanctuary ) PAM has now become a settler. As I wrote a few days ago, PAM keeps her dialogs. The player can interact with PAM at any time, PAM gives you side quests. It's a shame about Molly because she just dies for seemingly no reason at the conclusion of the quest, if I could I would send her to Graygarden to be with other robot scientists.

(I don't quite have the stable mental health to sit down and execute these things myself, most days I cannot even play, but I can use my annoyingly good memory to tell you where I've seen solutions to the bugs/issues mentioned in your description. I have all due respect for you as a mod author and apologise if I come across as rude, entitled and/or demanding as that isn't the intention, I just want to put this here in the off chance it's useful.)

I really appreciate you trying to help me. I fixed some bugs, now it can be painted and modity the legs. I don't know how to make sarge let me use the workbench and to resurrect him. I really appreciate what you are trying to do for me and I would not take anything as an insult. Even if someone offended me, I wouldn't be upset.
