Changes:
Balanced armors.
Nerfed backpack carry capacity.
Added "Settler Only" clothing/armor comparable to the companion's clothing
Balanced crafting costs for workshop items, NPC recruitment, and armors.
Lowered the requirement for the quest "Taking Independence" from level 20 to level 10.
