WARNING: NOT YET TESTED
Changes:
Changes the Minutemen Vertibird, APC, and Tank's HP.
Edits the armor to match Horizon 1.9's: removes Legendary effects, reduces carrying weight, etc.
Changed the Minutemen combat style to Horizon's combat style.
Changed WATM's Level Item to Horizon's.
Changed NPCs' stats, perks, and items.
To-do:
Need to edit the Contructible Items: change perk and material crafting requirements etc
