Make sure this mod is near the bottom of your load order And always save before installing a new settlement mod.
"I am experiencing flickering, SS2 not working, or inability to send Provisioners/Settlers" Solution: Load a save from before you installed this mod and move this mod lower in your load order.
"Settler count went up but I can't find the settler" Solution: Sleep for an hour or fast travel back and fourth.
Sadly, I can't get your mod to work on my current playthrough.
I'm running Desperadoes Overhaul, Badlands 2 and PRP 74. Whether I use the PRP version of your mod, or vanilla, I get scenery popping in and out in the Chestnut Hillock area between the main road and the reservoir.
Without any version of your mod, the scenery behaves itself.
I'll try it out on a different playthrough later.

Have you thought of doing a General Atomics Galleria settlement mod? it's a great location, but the existing settlement mods are a little rough and don't include some much needed scrapping abilities.
Unfortunately I cannot get this to work properly in my load order. I have PRP .69 installed along with Another Pine Forest - Trees only (with Cannibal Toast's PRP Patch). I'v tried both the PRP .69 and normal version of this mod loading before and after the Another Pine Forest - Trees only PRP Patch. When the PRP .69 version of this mod is before the tree patch I can scrap everything but the boulders around the entrance to vault flicker. When it loads after the trees patch the boulders are fine but I can't scrap many things - either they cannot be selected at all or they highlight for scrapping but simply don't scrap and remain visible. It's a pity really.
Maybe this mod needs a PRP .69 patch that is compatible with the Another Pine Forest - Trees only PRP Patch?

Disabling the APF PRP patch worked - scrapping worked and no flickering. Unfortunately I'm not sure if removing the APF PRP patch is something I should do. I really have no idea what, if anything, that will break.
I think I'll fiddle with it a bit more when I have some time and then decide what I'll do.
Precombine mods tend to be safe to uninstall or swap around, so long as precombines are all they do. I might check later if AFP even breaks precombines such that it would need a patch for prp.
Does this change anything inside the vault itself? I can't see how it could be this, but the stairs into the generator room aren't there. Could just be another marvelous bethesda glitch of course.
Incompatible with the Bean town interior and 3dnp when using the PRP optimization patch from this page. If your mod is lower I get major flickering(entire buildings and misc stuff). If the linked mod is givin priority(I specifically use file 3) then there's flickering all around Vault 81
Very much appreciated, most of my experience with modding tools is focused around Skyrim so I've never had to worry about precombines or previse. Be fun expanding my modding toolkit a bit more
Actually I think I might do something to help you out a bit and post a raw version of this with no precombines, that way for your patch you can just direct people to download the raw version to be used with your patch, saving significantly on total file size and ba2 usage. I’ll probably do this tomorrow.

Hi, The settlement is "unlocked" and i can open the workshop mode. But when i place the city managers desk from SS2 to active your plan, i can't interact with the desk. This is the only settlement so far with this problem.
I don’t use ss2, so might be better to ask the creator of that plan, but it sounds to me like a registration issue caused by a conflict. Make sure this mod is at the bottom of your load order and load back to a save from right before you installed this so it can under go workshop registration again.
