Long time after you commented, but yep, just encountered that now. I had it installed previously and it worked fine, it just started acting up for some baffling reason that is most assuredly not the fault of the mod. Had the same problem with the Rise of the Commonwealth city pack for SS2.
I've got no idea what causes it, it just seems to happen, and I haven't been able to find a fix.
i wish i could get the standard one to work but so many floating objects like the fountain on the cemetery add a farm to the right of that. but 6 one works fine just got to fix the Caravan like you said.
Yeah, a pain it didn't work as expected. (I had a few days of testing, and attempting fixes had me cursing, before I resigned myself to the fact I would need an alternative version of the foundation level).
I wasn't the only one in the contest for this location that had issues with the foundation level not building correctly. Might be something with being a custom settlement and the way it interacts with SS2/WSFW.
Although, Tenhats has created a tweaks mod for Lakeside Cabin that might increase the chances it works with the standard version.
I guess the good thing is that if you use the 6 settler version, it should be less time before the city plan is ready to upgrade, and then its the same as the standard version from level 1 onwards.
I'm playing Fallout 76, but when I saw your City plan, it made me want to play Fallout 4 again with your City plans. It's great to see your projects again, they have a lot of imagination and above all that green touch XD.
Exciting times with chapter 3 on it's way soonish, and maybe new settlement features. I will be going back over all my old plans to update them when it's out.

You could try using Fallrim tools to check you save game file for any script issues.
