i know im necroing this post but for anyone else who want to know in the future, its the cloud effect. dont remember what its called but theres an option that makes it so when a cloud blocks the sun, it casts a giant shadow across the land. turn that off and you're good to go
Following step by step installation but when trying to install a message pop up:

I had the same problem, but then I tried to rename it, and it didn't allow changing. then I tried to uninstall it's not allowing me to delete the file I tried rename.
So far it has been my favorite ENB but I am not able to use it, the textures are all in the worst possible quality, I used the graphics to the maximum, I set the graphics options to high and I installed texture mods but with this ENB all the textures have a terrible resolution , reaching perhaps 10% of what is shown in the Photos
EDIT: I changed the amount of memory in enblocal.ini to 8096 and all the textures are in better quality now :) I also removed all the other lighting mods and the ENB looks fantastic! the best so far, it feels like I'm playing a 1950s movie sometime hehe
The only why I distrust this comment is because the setup is literally easier than most ENBs. You install it through a mod manager and even have a FOMOD of options. Other ENBs are installed manually.
Actually there is more to it. You're supposed to navigate to an additional installer, located elsewhere on your computer (which is sus, especially since virus scanners are detecting a trojan). In my case, even with my antivirus turned off, the second installer doesn't manifest.
So I installed this enb not too recently, and I love it, it's perfect. Only problem is that when it rains in-game, this happens https://i.imgur.com/pxQz8nG.jpg Did I install it wrong or what? Anyone have a suggestion to fixing this problem?
Edit: I fixed it, just did some tweaking to my ini settings
I had the same issue. Solution: First option: In Fallout 4 Tweaker, turn off Rain Occlusion in the Performance section. Second option: 1. Remove Fallout4.ini, Fallout4Prefs.ini, Fallout4Custom.ini (those with MO2 path: E:\Games\Fallout 4\MO2\profiles\Default those with non-MO2 path C:\Users\1\Documents\My Games\Fallout4) . 2. Run the regular game launcher and close it, it will re-create these files. 3. Be sure to edit them (read about it on the Internet) and in Fallout 4 Tweaker turn off MANDATORY Rain Occlusion in the Performance section!
I have found my way back to Fallout 4 (at least for a while) and am therefore considering updating the ENB. Unfortunately, this is very time consuming, so I can't guarantee a release. If there are specific requests for an update, let me know!

I have installed a lot of ENBS but this is a real bummer. Installing this one through Mod Organizer comes up with Vanilla Fallout 4 look unfortunately.
Biggest issue is that using the Olympus launcher comes out with settings applied pop up window but it also shows d3dcompiler and d3d11 is missing.
I have installed enbseries twice. Latest version and the recommended version to test them out. Still same effect.
F10 in game does pop out the menu. Disabling the effect and enabling it does not change anything.
I used the installer in the Mod Organizer Fallout 4 folder located in Local.
