I spent an hour looking in Vault 111 for this because of your description " (Those who know where the cryolator is will easily find this minigun as well))". I went into CK just to make sure I wasn't crazy or blind. It turns out you were misleading,... on purpose? I don't want to presume but it seems like that to me.
So you want to say that there are no weapons on the table near the box with the cryolator? The weapon is on the table and that's a fact! I have added a screenshot!
despite your screen shot in my game (i started a new one) the gun is in the castle still. not in vault 111. However I spawned it using the console and it is an awesome weapon.
I know that the Cryolator is an OP gun on a right build but is this even viable seeing that its having a 272 fire rate and how rare and pricy those cryo cells or is it using other more abundant forms of "cells"?? What about the cryo bug is this gun affected by it? P.S. Is this using fusion cores???
I'm not using this mod, just browsing and trying to help. Assuming you installed correctly and modder included all textures, my first guess would be you're talking about pinky-purple sights glass (like shown in this reddit page) and using an AMD graphics card? AMD has some issues with FO4. See this Nexus modders' tutorial for more on it but basically, if a weapon's BGSM file doesn't have an environment map texture ref, Nvidia apparently knows to ignore it as unneeded but AMD cards generate a missing texture-pinky. If that's the case, the modder or someone else with expertise (sadly beyond my outdated skills) would need to add or patch the file.
If not that my other guess would be a problem/conflict with a crosshairs or scopes mod (or UI or hud mod that touches crosshairs), or another weapons mod which touches such things. Wish I could help more but I don't use any such mods.

I also run 350 mods so could be a conflict thing at my end. hmmm dunno!
