Looks like the institute found an old prison on Spectacle Island and decided to settle there, or something like that. This has all of the basic needs for a settlement with plenty of room left to build and decorate. Any donations are split 50/50 between the ICRC and Ukraine Relief Effort.

I started with an experiment and it just kept growing. The trick was creating the first layer of the building in the sky. Then, I measured and found a suitable place for it that I leveled with terraforming blocks. In order to line the building up with the terraforming blocks, I used three long conduit pieces and placed them where I wanted the front edge of the building so I could find the center and align the building correctly. It worked extremely well and it's now my new building hack.
