I dunno. That area is seriously dangerous. More so than even Diamond city. Pretty much everything to pick you off from just about anywhere. I have to go thru a gauntlet just getting there with Curie. I can see why they're no guards out there. Safer just to stay behind the walls. Also, they don't really care about anyone outside like Diamond City does a bit.
