I heavily recommend reinstalling this and making sure the plugin is beneath Bunker Hill Deep Clean. Once that's done, the repairs to their vendor lists should stick.
I wondered if it was the same situation that happened in my game, so I asked. In the vanilla game, Bunker Hill had a player-inaccessible shop, and Deb, Joe Savoldi, and Kay were assigned to that shop. Introducing the workshopframework deallocated them and now only shows their personal inventory when buying or selling.
Looking at the workshopframework posts, I didn't see anyone saying that, so I thought it was just my problem. I saw your mod and wondered if there was someone in the same situation...
Got another one for you... the scrap dealer that has ONE ITEM at the Third Rail (Or the Dugout Inn, sorry but it's been a while since I let myself get that close...) See, he approaches you just stepping near. In fact, over-intrusiveness is a theme here, if you count how pushy that broad in the Rail is trying to get you talking with Robert MacCready.
(I forgot: That single thing he sells is never replaced, either.)
Thank You! I spent a hour trying to figure out why their inventory was messed up. Even with this Joe was still messed up. It wasn't till I read your post that I learned about Workshop Framework. Disabled it from my load order fixed it. Hoping once I get Bunker Hill as a settlement I can reassign them and fix it while still having Workshop Framework enabled.
She's supposedly a vanilla trader. When you trade with her, nothing appears in her menu: neither money nor items. This is out of 8 long playthroughs in vanilla game and she only worked once as Bethesda had intended: she had no items but I could barter with her as she had... 6 bucks.
So, I looked into it. I found out that the problem with Deirdre is fixed by UF4P. In vanilla, her vendor faction has a condition set that she will only have items to buy from her if you don't own the slog workbench. That, and her vendor container only contains Tarberries. UF4P removes that condition, and adds normal farm vendor items to her vendor container, as well.

Endorsing the mod to thank the original author for uploading the fix.

May I make a request? Can you fix Deirdre (from the Slog), as well?
