These save files are made with the main quest completed to the point where you kill Kellogg. NPCs will reference the Brotherhood of Steel, but they won't be present in the Wasteland until you reenter Fort Hagen, then exit via the roof. The saves were made without mods, and should be completely safe to swap into your setup.
The only quest completed is the main quest chain, up to Reunions. Kellogg's body is still in Fort Hagen Command Center, with all loot, if you ever want to do the rest of the chain.
The character has three levels (from required quests) and no perks selected.
To customize your character, use the following console commands:
player.sexchange Changes player character between male and female models.
ShowLooksMenu 14 1 Allows you to change your character appearance. "14" is the player character ID. Or, you can visit the surgeon.
ShowSPECIALMenu Change name and SPECIAL points.
