I am getting an unusual glitch where if I try to repair the helmet it says I lack the requirements to repair this item, I have even tested this by taking each science, armorer, etc. perk I can at each intetrval level, still nothing, its quite unusual and I am at a loss!

Youre likely using AWCKR, theres a patch at the bottom of AWCKR's download page called power armor engine patch or something. download that and it should fix your problem
I like power armor and I have asked myself, these armors are supposed to be rare military equipment lost after the war and in these cases, since they are unofficial power armor, they could be considered in the game as power armor that did not go into production, then it would not be more It is convenient for the lore to incorporate these power armors as manufacturing plans placed in military bases instead of simply finding the chassis with the parts, thus requiring the player to locate the prototype blueprint and meet the manufacturing requirements and the components to manufacture them. This is advice, so you can discard it, but the idea is there.
I know Neeher is busy with FOLON but is anyone willing to make a patch so the Tempered Steel Coating actually reduces fusion core use by 50% as written in the mod?
Yes patch is done I have it and use it, but the original author (I am just the tester andit has been tested extensively over 80 hours of gameplay including some other mods attached to the PA as well, to see if the patch is robust) has been on vacation and its better for him to publish it not me :) It defintly gives the advertised FC use reduction (actually slightly better with current version))
But he is back I predict it will be published quite soon. I will be sure to make a post with a link here as soon as its done, Neeher has given permissuion for that.
It's a known bug with the one you get with the armour, it being a "Quest item". Most reliable fix in the short term? Craft a new helmet at the chemistry station. You will then be able to repair the replacement helmet as normal.

usually it takes forever to ablate helmets so it has not been a huge issue for me, but I did nto the bug sometiems did not apply and sometimes it did. So this is why
