Aaand a new version is up. The short version is that the old version wasn't actually doing all that much, so I made a version that actually has the stealth capabilities it promised all along. You really should upgrade to the new version, no matter which previous flavour you were using.
READ THE KNOWN ISSUES FIRST, THOUGH. Nothing scary, just a workaround in case you don't get the stealth perks. Which is what you're getting this for, right?
Note that the new version isn't specifically shadowed any more. It just adds a flat bonus to your sneaking and noise generation, regardless of where you are or how well lit, same as the magazines or the Sneak perk. Of course, the finite bonus may not be enough to keep you hidden if you're in broad daylight at noon and with a clear sky, but it's there.
Final note: it works with the companions too, in case you want to make one of them less of a bullet magnet. So even if you don't fancy using it yourself, well, it might still keep Curie or Deacon or whoever from alerting everyone in the building.
I thought I'd share, because it's a great mod and...well, I tried for awhile trying to troubleshoot it. Swapped out and re-spawned the costume, checked perks; nothing's happening. Well, thought I, it isn't working, isn't that a shame. Better uninstall it.

So, turns out my problem was I'd spent so long reading the description and buggering around files and backups that I'd forgotten to actually install it! I just spent ages trying to locate my problem in running a mod I didn't have...
Will this work natively with TheKite's Handmaiden mod, specifically after choosing to craft the "Silver Shroud Armor" or will I need to make some sort of patch?
I can't get it working. I tried spawning it in with commands since I already started the game and it doesn't even spawn in the same version I had. Using 000DED27 (I had gotten the level 25 upgrade from kent) it has 2 level ballistic and 2 less energy protection, it doesn't have 15% reduced damage from humans, it's worth a lot fewer caps, and it's called "Silver Shroud Costume" instead of "Silver Shroud Armor". I got get the perk and I can't add ballistic weave (which is the main reason I want this mod). I'm using VMM and I've heard it has issues so maybe that's my problem, unfortunately I can't get NMM working.
Can't sell or drop original outfit ! (doesn't show up in sell menu}. Found out it was a quest item...can't sell Spawned level 45 version...no problem...till I check perks tab, no perks added in perk tab! Don't know why.
This is cool. Shame it conflicts with an integral armor mod im using, especially since it FINALLY lets me work with and rename the hat to help with my personal sorting. Oh well, endorsing it all the same :)
*coughs* I kinda couldn't save Kent. Too many grenades. Not thrown by me, mind you. So...I take it you need to go to him to get it upgraded after you rescue you him, but...he's kinda...dead. So...any ideas? I'd rather not use cheats. If anything, I'd much rather upgrade it myself...if there's uh. Y'know. Something that can be done. '~';
Well, unlike other upgradable items, this one really isn't. It's 5 different items that just share the same name and mesh. It's not like replacing the receiver on a combat rifle, or the material on combat armour. Kent literally takes the item you had, and gives you a different item with a different ID.
So, no, it's not as easy as just enabling that upgrade at the workbench, because there isn't one. All I could possibly do would be to script someone else to do what Kent does.
Or you could just use the console to get the level 45 one: player.additem 000DED29 Which seems like a lot less effort for both of us. Well, especially me :p
Or a 215 damage Gauss rifle with VATS. :D Poor Kent was stuck in the hospital for MONTHS in my game before I got to level 50 and could take Sinjin down without getting Kent capped. And yes...Intimidation and/or seriously boosted Charisma also helps, since you can scare Sinjin’s bootlicks into running away before you fight him. Less people to shoot/be shot at from. Screw Sinjin. What an a-hole.
And thank you for this mod, Moraelin! I dearly love this side-quest—probably one of the best in the whole game—but I kept wondering why there wasn’t more of a stealth/sneak boost to the coat based on The Shadow character. I’m glad someone out there though it through! Ths, by no means makes the quest less challenging (as noted above), but it definitely fits the lore and helps. Will be using with my next play-through, for sure.
I'm having a problem with the 2LM version of this mod. The only legendary modification mod I could find was Legendary Modification by teaLz (http://www.nexusmods.com/fallout4/mods/4042/?) with the 2LM options enabled in installation. However,, the Shadowed Silver Shroud mod requires "2LegendaryModification.esp" as a master, but Legendary Modification's 2LM esp isn't called that (it's actually called "LegendaryModification2LM.esp" ).
What am I missing? Did I install the wrong Legendary Modification mod package?
@Moraelin: Has this issue been solved? I use 2LM and want to try this mod. It will fit better with my style of play. Just need a MoM Outfit to go with this if I have a Sidekick along
Edit: I'm not seeing that dependancy anymore but since I added this mod I have been getting CTDs when in Workshop Mode and placing Crafting Tables. Not entirely sure it's this mod doing it, but it's the only one I have added.

To save Kent, you need the Intimidation Perk to easily get through it.
Doesn't always work. had to reload a couple times and didn't save him until I said to shoot me first.
Then I used VATS Quicker than he did.
