Not only does this remove TR dependencies, but it also transforms Warfighter's MW M91 mod into a lite plugin, so that it doesn't take a spot in your load order; fixes the crafting CTD issue, and it changes the weapon's WeaponType keyword to ensure that it's compatible with CHW.

Changelogs
Version 1.5
Removed FeaturedItem keyword from the other variants of the weapon to prevent CTDs after crafting them at the Chem Bench
This patch is just a single file that replaces the original ESP from Warfighter's M91 mod. What it does is . . .
- Removes Tactical Reload dependencies
- Compacts the Form IDs, so that it can have the ESL flag applied
- Removes the FeaturedItem keyword from the other variants of the weapon to prevent CTDs after crafting them.
- Changes the WeaponTypeAssaultRifle keyword to WeaponTypeRifle to ensure compatibility with Classic Holstered Weapons.
- Removes the PreWar Money to COD Points edit.
Please keep in mind that this is best used on a new playthrough because the ESL-ification process completely changed the original Form IDs. Simply put if you load a save that already has the M91 installed, you won't see the weapon you had previously built anymore.
