Because this house is outside normal world boundaries you will need to add
bBorderRegionsEnabled=0
in your fallout4.ini located in /documents/My Games/fallout4/.
Once you have it enabled in the mod manager you use launch Fallout 4 and go to Outpost Zimonja (it is the closest to the area).
Then open your console and enter the following command.
player.setpos x -2544.26; player.setpos y 114402.62; player.setpos z 2568.08; player.setangle z 120
Once you teleport go across the river to the boulder (there is an image showing the boulder).
Once you get to the boulder use Conquest to build Lyon Outpost.
Import the blueprint with Transfer Settlements. Make sure "Import marker-based items" is selected.
