Glitchfinder has an excellent mod called Junkier Junk, which provides some nice depth to Fallout 4's looting and scrapping mechanics by letting the player take anything that isn't nailed down. I highly recommend it.

While I was playing with this mod, though, some questions kept coming to mind: "You're telling me there's still oil in this empty barrel?" "Did this random piece of mundane machinery just give me nuclear material?" "Hey, how come I'm overencumbered already?" I began to scrutinize Junkier Junk a little more closely, and lo and behold, I found that many of these junk items were secretly treasures all along!

Several minutes in xEdit later - and after cross-referencing many of the base game's scrapping recipes - I've come up with a patch plugin for Junkier Junk that changes the components of any item with an existing scrap recipe (or the closest equivalent I could find) to match that recipe's components, and adjusted the value and weight of many of these items to compensate for the change (generally tending towards cheaper and much lighter). Some of this was rather arbitrary, and this .esl-flagged .esp file doesn't cover every item, but it's a start - you're welcome to load up my plugin in xEdit and tweak the values to your heart's content.

With Junkier Junkier Junk, the junk is now truly... junky. Requires Junkier Junk and its prerequisites, obviously.
