I'm not aware of any way to sort it out. Version 1.1 was recompiled with the correct settler count at each level, but not sure on where the city plan 'bug fix' process is at, and whether a new issue has been introduced. Either try to visit and send excess settlers to other settlements, there is a SS2 setting in MCM that can switch it over to vanilla count (although that might mean further issues for city plans) or perhaps look at Pra's Configurable Settler Limit Mod.
(I just build the settlements, - the mechanics are still a little bit of a mystery to me, I can only go on what I have seen myself) For a settlement to be ready to upgrade it's dependent on several factors, including settlement happiness which can be slow to rise - especially if no settlers are assigned to relaxation plots (swap them over from the training plots).

This is such a stunning settlement and I can't believe how smooth it is so far. However...
You either didn't change or placed the loading mat in a spot that traps the player. I TCL'd out but then I was in the water UNDER the world. Since I can't replace the mat I'm going to have to walk from the raceway from now on as going through that again is more than slightly annoying.
Looking into the log files of each level export I can't see a fast travel mat (ID: 001BDDBB), so it looks like none are added. You could try to add one in from the build menu - found under Resources > Miscellaneous > Fast Travel Target (looks like a door mat)
I know where the mat is, I can't add it because the settlement is already way over build limit. I expanded the build limit a lot and I still can't add a single item further.
You should be able to keep expanding the build limit until you get space with the Workshop Framework function. (found via the settlement Workbench Manage menu > Configure Build Limit )
Thanks, The ship uses the fore and aft sections in the the Wasteland Reconstruction Kit, there is an even longer (complete) ship but it was a bit overpowering the settlement and extended beyond the border too far.
Yeah, no G2M, this was a contest build so it was purely SS2 and its add-ons, enough fish stuff was in the Wasteland Reconstruction Kit to get by though.
hi, i've been having an issue with this plan where the settler limit at all levels is 4 and it seems like this issue is localized to this plan. is there anything i can do on my end to fix it?
I was intending to re-compile al my plans, however I had a HDD fail (and lost my original exports) and will need to rebuild then re-export to then be able to re-compile the plan...
Was this ever able to be resolved? I'm also stuck at max 4 settlers, but I think once it was able to let me have up to 10. Currently sitting at 10/4, with a powered and manned communications relay and 16 beds. Not sure how I can fix it on my end.

I'm not sure if swapping over the esl will have immediate effect to the settler count (more to do with coding from how Workshop Framework and SS2 handle the file/city plans).
If you are using this city plan but installed from the Mega Pack, you may still have the settler count issue. They would need to re-compile the esl file they created from my submitted files back from when the contest was run.

Man always has the best city plans that really fit in and are believable in the world. Almost always an immediate yes when I see Gavdaman show up in a city plan list for a settlement
Its part of Sim Settlements 2, but to get it in a settlement build workshop it requires the Wasteland Reconstruction Kit. There are several pieces to it, I actually used a bow and stern section which is shorter in length that the whole ship object

The fish tank addon is loud , I set it to level 1 for realistic looking and I removed almost everything to get rid of sfx noise.
