Completely lowers the decibels of the Sanctuary bird sounds so that they cannot be heard

This mod was made for my winterized playthrough where it felt very uncomfortable hearing spring birds chirping away in the middle of a snow storm. This small edit essentially lowers the Sanctuary chirping volume to a point where you can no longer hear them. This does so by ONLY altering the Static Attenuation (db) of the Sanctuary Birds WITHOUT messing with the crow or seagull sounds in any way. Whether your weather is sunny or snowy, these feel-good optimistic birds will finally shut up!
From what I see in Fo4Edit, these sound files are not utilized or referenced anywhere other than Sanctuary.
Seems to work just fine with Radiant Birds and all the mods that fix it.
