Technically, it's only about 95% finished. But my save file is becoming unstable, so I wanted to export it while I still had the chance. I also thought someone else might like my design, so here it is. The walls have been repaired with concrete foundations, which I often see people do, but I haven't yet seen anyone else do it the way I do, which is to put useful rooms inside the repaired walls. There is a barracks, rec room, officer's lounge/planning room, storage, guard posts, and of course The General's private office/quarters. This leaves the intact rooms that were already inside the walls free to become a bar, hospital, or whatever else you like.
Obviously, this REQUIRES CDante's Transfer Settlements mod: https://www.nexusmods.com/fallout4/mods/22442 You will also need the Wasteland Workshop DLC.
My game is heavily modded, but even if you have none of the same mods I do, the entire structural part of the settlement will be there, as the walls, floors, etc. only use vanilla and WW assets. However, you will have to place your own guard posts, beds, and such. Therefore, the following mods are highly recommended, but not strictly necessary.

The Mid-Century Modern Creation Club item is also helpful, or the General's Quarters will have bare concrete walls.
