Forgive me for saying this, I'm not judging your mod, but Caltrops are absolutely worthless no matter what level you character is, unlike Molotov Cocktails, for example, which at least are useful at early levels. Caltrops shouldn't even exist at all in any form; if it were for me I'd make a mod to remove them altogether from the game.
