Yes, unfortunately the mod author has abandoned Nexus and moved his mods over to bethesda. You could download it from there but its his updated 2.0v and not the one I'm using. I can't tell you how it'll impact the settlement.
I will try and track it down and report back how well it works out! But I'm going to guess I don't want to do this until after a certain point in the Minutemen questline?
Not really necessary. The only things that are outside the vanilla borders is one guard station and the trading post. Both you could easily move elsewhere.
Well been fighting with it for a couple of hours and it hangs at #2 on the import every time. :( After setting it to import from the ground up I got it to go to #1663 but it hung again and on the exact same piece Roof - Corner out, which is the same piece it hung on when it was hanging at #2
Final update - Ok after finally managing to get TS to drag on and finally skip over the two front roof sections, I have the mod but it's like the two roof sections are missing from the mod and it confused Transfer Settlements, I managed to get it set up and I can say that the new version of the Castle does work, for the most part, the ground in the courtyard seems to clip through a few of the floor sections but otherwise, this is a very beautiful build just like all of your others, though it seems the conduits need a patch or something so they work right when imported as none of the electrical works in the Castle.
Regarding the lighting, its an issue with the vertical power conduits. They will not pass power if imported via a blueprint and you have to go into resnap them into place. The conduits are mostly hidden behind the walls so you'll have to use the tcl command to be able to go into them.
I'm having the same problem as MistressWolf. It gets to 1663 and hangs. I haven't been able to get it to go past that point. Such a shame, too, because what I can see of it is absolutely fantastic!
For the hang ups, it seems that I had to disable Clean Snap n Build. When I downloaded clean shacks, I downloaded other "clean" mods. Kept hanging up on #2. Disabled that and it got past it.
To anyone who use this mod , try to combine it with this blueprint : https://www.nexusmods.com/fallout4/mods/25742?tab=description , and by combine, i mean import that one 1st, go away, wait 3 days, scrap the courtyard stores( or save it for later) , then come back and start import this blueprint - it adds extra buildings on the top and mostly attach to the outside walls which this blueprint missing, the only major cliiping is the store in the courtyard which you should scrap and keep this mod building instead , and a few more clipping inside the castle hallways, just scrap it yourself, u will have the most beautiful + defensive looking Castle/Minutemen base/ town as possible without much FPS drop and long loading/save time, also you should drop some mod require here like the bed mod , power, wire etc cuz the other blueprint already got most of those cover, some work has to be done on places that are clipping or lack power but it is not that much. Last but not least use Settlement Object expanded, u can skip a lot of furniture/deco mod require here yourself if u have SOE , just do some furnish on your own to save esp slot.
I honestly love the look, and since I know what Fort McHenry looks like I can appreciate the effort that has gone into recreating it in a sense here.
My major complaint however is that the conduits don't seem to be connected properly, since while there is power and its connected to the initial conduit there seems to be something misaligned somewhere that prevents it from spreading at all and I honestly can't figure it out.

Was able to find all the conduits after a bit of work, the place looks awesome now!
Its great and really high quality. The only problem I have is that everything is basically all over the place. None of the items are in their correct places and don't get me started with the conduits. Bet its gonna look great once I fix all of the miss aligned pieces and parts.
