Ok so I have found a fix for the game being stuck at around 20fps. This was even on the load screen before beginning playing.
From what I have gathered reading forums etc it seems to be an issue affecting certain video cards. I attempted changing some of the files as I found online in other forums and looking for mods but couldn't find anything that worked.
Then when messing around with G-Force experience I found this which fixed my issues...
Go into G-Force experience - fallout 4 then click on custom settings (spanner icon) and select "display mode" to borderless. (see picture)
For me this was an instant fix hope it helps someone else!
My hardware is a RTX 2070 and a i7 8750H
