that mod doesn't persist through most loading screens, leaving you to have to quit out completely and load the game back up after disabling and re-enabling the mod.

That is caused because cities have a lot of detail - and it takes work to render them.
Especially if some mods break precombines.
This is a specific case for a specific series of cards - it will not do much for others.
there are 2 alternate methods how you could change that setting too.
1.: Edit the .ini's directly.
2.: Use Bilagos Fallout 4 Configuration Tool and change it in there. (Borderless + Fullscreen + Maximise only!)
