This mod is a workaround/ possibly even a fix for the flickering galaxy bug in the Visible Galaxy 4K and Framework mod.

This mod is a workaround/ possibly even a fix for the bug present in the very mesmerizing
Visible Galaxy 4K and Framework mod, framework by spacegoats/ textures by Apinanaivot.
Download the original mod and install it like normal: Visible Galaxy 4K and Framework
Then apply one of these fixes at a time, however do not install all 8 of them,
these are each different approaches to the problem, any of these should do the trick,
dependent on your system and installed mods.
Fix 1 and 2 are the same,
Fix 3 can be added to either one of these.
Use Fix 4 if none of these work.
Fix 5 is a potential fix for AMD cards
Fix 6 is a potential fix for flickering in settlements
Fix 7 is another approach by overwriting overlapping textures.
Fix 8 is a complex approach by downsizing the 4k Texture to 2K

FIX 1 (THE EASY FIX)

Download the file and overwrite the 4K Galaxy frameworks mesh
with the one provided in this mod, by putting it in the mesh folder
where the original file is located (in the data folder of Fallout 4).

FIX 2 (THE DIY FIX)
_____________________________________
1. Download NifSkope
2. Download the Visible Galaxy 4K and Framework
3. Open and edit the mesh stars.nif (located in the mesh folder of the original mod)
by following this -- > Pictorial <--.
4. Combine the mesh with the rest of the mod again (just copy it over).

FIX 3(THE EXPERTS FIX)

Should this fix not suffice you must go ahead and open your Fallout4.ini in the documents folder
and add the following lines under
[Display]
fTAAPostSharpen=0.4
fTAASharpen=1.5
fTAAHighFreq=0.6
fTAALowFreq=0.5
fTAAPostOverlay=0.4
fSAORadius=108.2
fSAOBias=0.6
fSAOIntensity=7.1
Save the file.
Also make sure to set TAA in the game settings.
This should fix the problem/ mitigate it to an extent.

FIX 4 (THE DESPERATE FIX)

Set the game to use FXAA instead of TAA in the Launcher,
this will most likely eliminate the issue, however the AA will be rather unpleasant to look at.

FIX 5 (THE AMD FIX)

Open your Fallout4Prefs.ini, located in the My Games folder
Add the following line under
[Display]
iTexMipMapSkip=-1
Save.

FIX 6 (THE SETTLEMENT FIX)

Another potential fix to mitigate flickering in any settlement
Dowload this mod
Load it after the Galaxy mod.
Also, it has been reported that certain scrapping
mods may conflict with the Galaxy 4K mod.

FIX 7 (THE STAR-OVERHAUL FIX)

Several reports have reached me with the consensus of the mod
Fallout Texture Overhaul Stars
fixing several issues with the Visible Galaxy mod.
Uninstall the Galaxy mod
Install the Star Overhaul mod
Reinstall the 4k Galaxy
Load the Star mod after the galaxy mod.

FIX 8 (THE DOWNSIZING FIX

You will have to open the galaxy.dds texure in paint.net and reduce its
overall size by 50% to 2K.
You will then need to recompress the file (use DXT 5) by using PhotoShop.
You will then have to recombine the texture with the rest of the mod again.
This is the most complex approach and I have no further knowledge on the mandatory steps
This could potentially alleviate some issues with the mod.
