Small update - the city plan file had to be regenerated and uploaded after an issue was found in the SS2 scrap profiles that we use to create the ESL files for the city plans. No change to any of the plots, decorations, etc from this version change, just might see some objects properly scraped now that were being left in by the game accidentally. *This has affected all Croup Manor SS2 plans uploaded before yesterday, and is not exclusive to this plan.*
No, the ROTC pack is comprised of SS1 city plans that have been updated and ported to SS2. Since this plan is new and wasn't part of the SS1 ROTC expansion, it is not part of that pack.
