I use a mod called Rowan's Request that gives you someone in Goodneighbor to give the documents to and can optionally make them spawn from the start.
I find having everything spawn from the get go more immersive than things suddenly appearing after a conversation.

I like your vending machine take on things, might add that to my load order.

I love the idea behind this, but I'd want it to, optionally at least, only work once you've unlocked X111, at least that part of it. Not sure about the technical documents. I think a more elegant solution to that would be to sell them to someone else, though that gets away from the 'radiant quest' thing. Though past a certain point in the game, you aren't caring about caps, anyway.

I like those ideas and I'll try to see about implementing them, I didnt even think about checking for the quests activation before adding the recipes just simply ported them in. For the technical documents maybe you're right about turning them into a mission, I think I even saw another mod that adds a side quest to turn those in to someone in diamond city. I thought that was even a bit strenuous (the idea of running all the way to the prydwn for these items wasnt entirely worth it except stocking up on vertibird grenades IMO) but either way the circuitry choice could definitely be improved on I'm just not sure how. I figured I do end up needing more circuitry in late game every so often so I used it to supplement that. What do you think?

Well, I don't think circuitry is really necessary late-game. Then again, what is? Gold? Not really. But, some mods use gold and silver as 'hard' crafting requirements, so, maybe some old Ghoul (think like the one from Fallout 3's Point Lookout) who is sitting on a pile of pre-war gold and will give the player gold for technical documents, because he's a nerd and the reading material is worth more to him than the gold. Put him in Diamond City in that little gated cafe upstairs, with a suitcase at his feet that is locked 'Requires Key' that ostensibly contains the gold.

Maybe make it configurable via MCM what material he offers, but gold makes the most sense in the scenario I suggested. Silver would fit, but silver is way more common.

Ballistic fiber is another one... maybe Tinker Tom or PAM also want technical documents, but even though Railroad HQ is only one loading screen away (fast travel to it) and Prydwen is three (fast travel to it, go inside, go upstairs), it doesn't solve your problem of wanting to separate the collectible radiant from a faction you can destroy.

Another one I can see offering payment for technical documents is Sturges, and he's super convenient in Sanctuary (if you can find him, that is).

Of course you could skip the problem of having to voice anyone by just making a technical documents deposit system similar to the book return system. If you could copy that and make changes to it, you could even get it to vend different rewards for turning in the documents. Not sure if the book return machines ever restock (I know they don't restock the magazine), but if they did or if they could, that would be cool, too. Especially since you wouldn't need MCM at all, you could just have them offer tokens which could be used to buy gold, silver, ballistic fiber, or even rarer ammo like mini nukes.

I will look into both, I do like the idea of giving the player General Access to the quest again. Also that book return idea would be genius only problems I can see are adding the machines into the game world modifies the entire cell which makes for quick and easy conflicts however same idea with adding an npc I think I can specify an individual spawn location outside of cells though. Also the book return machine scripts are a nightmare but workable I suppose, I wonder if that's why they left a book return machine behind Nuka-Cade, devs were trying to use that machine for Ticket exchanges but it wasn't working out. Each item sold is stored in an invisible block above the book return machine, but the Nuka-Cade machine runs independently using scripts and terminal entries.
EDIT: Either way I gotta change the game world, book return scripts are actually not bad just a lot of references to the quest to clear out, I can probably make something work. Just retexturing the machine, I've got 0 creativity and skill in that department though... I'll probably place the machine in maybe the science! lab in diamond city, it would make sense being in there. I could also place another machine inside the Hotel Rexford, I go there quite often for Rufus and Drinking Buddy (opted to leave him somewhere permanently safe) perhaps even making it kind of Chem related as to say the Chem vendor there is operating that machine

For now I have an update for the mod, it will only display the recipes if you're carrying the Radiant items.

I also looked into Book Return machine respawns myself awhile back and I believe only machines directly tied to an encounter zone will respawn (i.e the Food Paste machine in Suffolk County) but loose machines (i.e Revere Beach Station) don't respawn. Then again the Magazine machine doesn't respawn the Magazine at least and it's at an indoor location...
EDIT: Further investigated the machine respawns, all basic machines offering prewar themed items respawn but the devs made a special 'No Respawn Zone' and tied the all of the machines offering special goods to that zone. Respawn System works to fill them but I have to adjust the mod all the time.
