- Added an additional condition so dogmeat won't catch fire.

- Made sure that the "Out of Breath" effect can only happen while in the tunnels (Both via script and spell)

- The Quest shouldn't autostart from the start of the game. You need to approach then APC (Tank)

- Removed unnecessary cell references
- Quest items now do not weigh anything

- Reduced the mine crawler perk so it only gives +1 armor, instead of +20 per equipped piece
- Added a collision wall slightly behind the mine's entrance so you can't walk through
