Nope, never did. I still use Place Everything and it doesn't work and I believe back when I posted the original comment I was still using Scrap Everything and that also didn't work. Unfortunately the save where I could was on another PC so no idea what mod I had at the time that allowed it. My Transfer Settlements Blueprint still places a usable stove there so it definitely worked at one point.
It can be tricky sometimes but as long as it isn't being called on as a reference on the console (which it'll say), you can just command console "disable" just about any object in the game. I did it to clean up the mutants, gore etc. in the tower this apartment resides in. BUT save very often when doing this cause unlike in previous games you can't reenable them, so once a wall is gone it's gone.
seems like a nice mod. considering the location, is there a mod that add the downstairs(the ruined area) as the settlement instead of the inside of the penthouse?
For something like that, I use Mobile Workshop by SKK at Fallout 4 Nexus - Mods and community (nexusmods.com). you can place it anywhere outside and even interiors. It only spawns one workshop at a time but you can deploy it elsewhere and everything you've built stays behind. If you need to build there again just redeploy it.

It's set to False, so set it to True.
I am late to this mod but, man, that is so nice : it gives the player the ability to develop a (little) settlement in DT Boston. As far as I know, that is a very rare feature in the game. It may be particularly useful in survival, which is the only game mode I use... So thanks a lot for that ! One question, if I may : can the settlement be attacked ?
I install the NoirPenthouse CharlastownCondo NucafeOla and ShroudManor, and the loot shows they need the cctosfo4001-neosky.esm, cczsef04001-bhouse.esm cceejfo4002-nuka and cczsefo4002-smanor.esm to be installed. what did i missing?

So I completed the quest and it shows up on the supply map but not the supply list and even if I force spawn a settler they won't assign to anything, they just leave the building for some reason. Not sure what I did wrong
same here, i tried command my settler to make supply line between Egret Tour Marina to Noir Penthouse, he change to Provisioner but no supply line. please any help would be appreciated

EDIT - Also is anyone aware of a mod that allows you to delete the sink and the showers? I was able to do this on an old install but not now.
As for the sink and the showers, unfortunately that could be anything that adds these objects to a scrap list.

No, it can't be attacked and any settlers that may sent there can't start/trigger Minuteman radiants quests either.
