Thirteen Workshop Framework Layouts/one-level Sim Settlements City Plans in which the pre-populated settlements look like the people there actually care a bit about their homes. Nothing vanilla has been scrapped, I have simply done things like repairing roofs and boarding over broken windows. In some cases some defenses have been added.
An alternate version of Warwick Homestead with a bridge to the Atom Cats Garage is also enclosed.

I have added a few other items of decoration as seems appropriate.
The City Plans are particularly intended for use with Sim Settlements: Conqueror as very simple pre-built Settlements.
If you to use these settlements with the Soldier Needs Option turned on then you will need to add agricultural, commercial, and industrial plots to the settlements for them to produce rations, wages, and equipment. (Thank you blacklight2207 for pointing this out.)
Bye the bye, if you install Workshop Framework, be sure to get Workshop Plus as well. It makes the Settlement building experience so much more pleasant.
