How does one trust the content of the mod when the plugin is called "Unofficial Fallout 4 Patch Optimized.esU?" If you can't get the plugin name right, what other typos are there in the, I can only assume it's supposed to be, .esp file?
There's no typos, .esu files are very real, xEdit-specific files. Stands for "Elder Scrolls Update". If you don't know anything about plugins or xEdit, at least don't insult the author, please.
How much processing does this save? You say that it is mainly for the OCD among us, so I assume that it is negligible. Would it help those of us with larger mod loads at all? Also, I am an English speaker and don't fully understand the consequences of the localization. Given that I speak (American) English, and a vast majority of mods are written for English speakers, am I likely to experience any localization problems?

Its literally about 1MB. Not really worth doing unless you're doing this sort of thing with every mod you download. I do plan on going through some other popular mods with this procedure if I can.
Might be other advantages than just plugin size though. If partial form allows inherited parent form data to pass through then it's pretty significant for reducing unnecessary conflicts with mods that only alter a few specific records for a given form but otherwise want to inherit the rest. I've long considered this flag to be misunderstood and not investigated enough as it could offer substantial value.
It definitely has some substantial value. Bethesda used it for the dlcs, most likely so they had no compatibility issues with each other. You can check the quest section for Nuka World in fo4edit and see they used the flag for some vanilla quests.
