About this mod
You can cobble together complicated targeting systems, internal databases, radiation scrubbers, automatic stimpac applicators, thicker plating, etc etc from junk - yet you can't create the basic plates to put on your Power Armor.
Now you can. Once you find the schematics.

It isn't the Sole Survivor making a PA Frame. That's a lot more complicated, with actuator/servos all powered by a fusion core.
Of course, he needs to know the schematics of how to make the plates so that they fit properly on the PA Frame. Not like he knows it automatically! So...scattered across the Commonwealth are 6 holotapes containing schematics. Read through the information in 'em to unlock the ability to craft the plates.
Once you get one of these tapes you can place an Armorsmith Workbench (from my Standalone Workbenches mod) and can start to craft the things. (Note that most of them also require the Armorer perk.)

To get the Black Devil schematics: Holotape on top of the Black Devil's terminal.
To get the Hellfire schematics: Explore Listening Post Bravo. There's Pyro's orders upstairs (a note on a drum - contains swearing) and a Holotape downstairs (on a desk beside a computer terminal). Now you know why both Pyro and Slag were in the Commonwealth.
To get the Horse Power Armor schematics: Arlen's Schematics on top of a toolchest beside the Power Armor (contains swearing).
To get the Captain Cosmos schematics: Buy them from any of the redemption terminals (most expensive option - only a single holotape can be brought).

Q: Your mod broke my game!
A: Uninstall this mod and revert to an earlier save.
Q: Why did you make this?
A: Because you can easily buy PA Frames from four different vendors, yet the various PA plates themselves are much harder to get. (Vendors for PA Frames: Arturo, KLEO, Roxy, Teagan. Of these four, only Roxy will sell non-T-60 PA plates. Occasionally.)
Q: But buying PA frames costs heaps!
A: You haven't made a simple business in your game, have you? Hint: Sell loads of purified water to Carla at Sanctuary. Or Jet. Or food. Purified water and food is easiest, with Uncapped Settlement Surplus.
You might want to look at Jet50 also. You too can supply enough Jet to addict the entire Commonwealth!

Bugfix:
The Power Armor items crafted will now only be the most basic (no random mods/paint on them).
