This version is the Last version ill be making for a while, the changes are as follows
Lowers the chance of legendary ghouls by using a different leveled vanilla ghoul. I left about 100 of them that can still spawn legendary. More basic leveled ghouls and less legendary/glowing.
If you want more ghouls just make a copy of the ESL and name it a little different like Worldwideghoulsv400x then you can have double the ghouls.
