This Blueprint installs to slot 13 by default.
For a manual download: Create a folder named any number from 1 to 50 at Fallout 4\Data\F4SE\Plugins\TransferSettlements\blueprints and place the json file within.
You will need to have installed Transfer Settlements (I used v1.56) and its pre-requisites: F4SE and HUDFramework.
The settlement has 22 beds, 26 water, 24 food, 103 power, all tier 3 shops and workbenches and at least 228 defence. If you want to activate the settlement beacon next to the barber, you will need to connect it to the power conduit beside it.
There are 2704 items to import.
I did use Place Everywhere to make this build (I highly recommend it, though you will not need it), and I spawned some scrapable items using the console.
There are 6 desktop lamps that need to be selected/deselected in build mode to light them.
