This mod is causing load issues all over the place in Vortex. First it was trying to force Everone's best friend to load after it, now after removing EBF it's trying to force Vivid Fallout to load after it. Why is it even interacting with those mods at all?
I don't have any load order rules between those mods and this one.
I would strongly advise against running Horizon with Conqueror. Both are HUGE overhauls to the game (and warned against many times on the Horizon page). Pick one or the other. We're not even talking about the kind of lag and save bloat you'll get, it's just not feasible for them to work together.
Im currently doing some troubleshooting, but whenever i apply this patch it makes plots cost nothing and also i cant seem to harvest any crops any more from agricultural plots. I removed this patch and i was able to harvest again, but then the plots recipe requirements appeareed but became broken with Packing material being (outdated). So i cant win either way :D
EDIT: I basically went into FO4Edit and deleted all changes to the "Flora". Im hoping this fixes it as i want to be able to harvest the crops, as the "surplus" mechanic was not working and i wasnt getting any crops into the workshop despite making way more than needed.
Horizon, since it's loaded last, overrules Sim Settlements. Horizon's system automagically harvests crops from SS plots for you, so it's not a bug. In the SS holotape you can go through a myriad of options, including those that determine costs of city plans, plots, upkeep, etc.
This is just a "balance" patch. Not "compatible" patch. It just tweak some data so Sim Settlements would not so "OP" in Horizon. Meanwhile, it wouldn't fix any compatible problem between Sim Settlements and Horizon. It's not outdated or buggy. Just not the thing you expected.
This is outdated and causes a lot of minor issues. I do not recommend to use this unless it gets an update.
To make farms not harvestable by hand is a bad idea. It just makes the player use the standard one-plant vanilla "farm" items instead of the Sim Settlements farm. Also there are some minor issues with the wheelchair and assigning settlers to plots (see below).
One thing I noticed that doesn't go along well is: -If you assign a settler to a Horizon "food" or "guard" duty job plot then they will unassign if you try to assign them to a SS residental plot. And vica versa. -Other job plots seem to work well alongside SS residental plots

"EveryonesBestFriend.esp@default -> Z_Horizon.esp@Horizon -> Z_Horizon_Patch_SimSettlements.esp@default -> Zbrn_Horizon_AutoPatch_SimSettlements.est@default -> EveryonesBestFriend.esp@default"

This is incomplete enough to call it buggy, its been long enough to say its outdated.
dont.
