Official balance patch for Sim Settlements and Horizon. Built using Horizon 1.8 and Sim Settlements 4.2. Compatible with Horizon 1.8 and Sim Settlements 4.2

Patches the Mega Pack Year One Addon. Adds Def UI tags to some items, removes harvest-able flora from farms, and balances farm leveled lists for cat, radroach, and molerat farms to use Horizon lists which have a chance of meat scraps over normal meat.

Makes plots that use doctor job workshop objects contribute to Horizon's settlement doctor count. Also does the same for commercial plots, but Horizon's trader count doesn't do anything yet.

Workshop framework changes how vendors give income resulting in you getting caps again from vendors. This patch fixes that. Only use this if you use workshop framework and Horizon!
