Yeah, you are not the first one complaining about this issue. I doubt this is because of compression type - it's the same as in most vanilla textures (DXT1/DXT5 diffuse + ATI2 spec, normal; not the newer DX11 BCx types)
You can test this archive and tell if it solved the framerate problem. It has my forsythia and vines' textures.
I redid a lot of True Grass Textures and initially saved them as dtx5. got a huge fps drop. Resaving as Dtx1 (unless there is a need for an alpha channel which I don't think any grass has) made a big improvement.
I never saw a Forsythia with red leaves. Green leaves, sure (Forsythia x intermedia has green leaves i think), but red?

I have a fairly crappy monitor which makes the flickering problem even worse so this should be a great improvement. I hate demanding things from people that make free mods but if you do any more of these I would make 1k versions of everything and maybe warn people about possible performance issues. For me at least, installing just this as loose files completely wrecked my framerate, nothing wrong with the mod though as its something that is common to all plant retextures unless they are optimised and packaged in ba2's.

Don't forget to append it's name to Fallout4.ini sResourceIndexFileList.
